Park Board The Carmel/Clay Board of Parks and Recreation is a separate political subdivision under Indiana law created through an Interlocal Cooperation Agreement between the City of Carmel and Clay Township of Hamilton County, Indiana. The nine-member policy-setting board is responsible for overseeing the Carmel Clay park system, including the Monon Community Center and the Extended School Enrichment Program.
Board members are appointed based on their interest and knowledge of parks and recreation. The Mayor of the City of Carmel and the Clay Township Trustee each appoint four members to staggered four-year terms. The Carmel Clay School Board self-appoints one of its members to a one-year term on the Park Board.

Pam Knowles, School Board Representative Appointed by School Board. Term expires June 30, 2011.
Judith F. Hagan, Board Memer, Plan Commission Representative Appointed by Township Trustee. Term expires January 2, 2012.
Joan Browning Ketterman, Board Member Appointed by Mayor. Term expires January 3, 2011.
Joshua A. Kirsh, Board Member Appointed by Mayor. Term expires January 6, 2014.
Park Board Meetings Meetings are held on the 2nd and 4th Tuesdays of each month at 6:00pm in the Banquet Room at the Monon Community Center - East. 1235 Central Park Drive East. The purpose of the meetings is park business.
